Since February 2022 a total of 196 people with Russian and Belarusian roots had approached the Federal Anti-Discrimination Agency saying they saw themselves discriminated against because of their origin; nine of those counseling requests concerned people of Belarusian origin. In 74 requests the people seeking advice felt they had been discriminated against by banks because of their Russian or Belarusian citizenship. Eighteen requests concerned the education sector, in particular schools, and ten concerned doctors' practices, hospitals or other medical facilities. In the same period 16 people reported discrimination because of their Ukrainian origin.
Those are the agency's figures as the Federal Government reported them in answer to question 9 of a Kleine Anfrage. The government said those affected were advised on their legal options under the General Equal Treatment Act (AGG) and that in suitable cases statements were requested from those responsible as part of an amicable settlement. The answer records no outcome for any individual case, and the figures are counts of counseling requests, not established findings of discrimination.
The Bundestag printed the answer on 25 May 2022 as Drucksache 20/1985 (https://dserver.bundestag.de/btd/20/019/2001985.pdf). The Federal Ministry of the Interior and Community had transmitted it on behalf of the Federal Government by letter of 24 May 2022. The question, Drucksache 20/1719 of 10 May 2022, was tabled by the members Zaklin Nastic, Ali Al-Dailami, Clara Buenger, further members and the DIE LINKE parliamentary group under the title "Uebergriffe auf Menschen russischer, belarussischer und ukrainischer Herkunft".
Answering question 7, the government said it was aware of no cases in which people of Russian, Belarusian or Ukrainian origin had been refused medical treatment in Germany or threatened with such refusal: "Der Bundesregierung sind derartige Faelle nicht bekannt". The document does not reconcile that answer with the ten counseling requests concerning medical facilities recorded under question 9.
Asked about discrimination against pupils by teaching staff and about measures taken against such staff, the government answered questions 13 to 16 jointly. It stated that it had no findings on incidents of discrimination against pupils, and that the recording of such incidents, and educational and policy measures in schools, fall within the competence of the Laender, on which it currently had no findings either.
On 5 April 2022 the Federal Anti-Discrimination Agency had stated that nationality is not a protected characteristic under the AGG, so a breach of the AGG in the bank cases is conceivable only as indirect discrimination on grounds of ethnic origin. It described banks contacting Russian customers about a possible sanctions risk and the possibility of averting it by proving residence status, noted that sanctions only become conceivable where deposits exceed 100,000 euros, and reported that customers with smaller deposits saw themselves placed under general suspicion. The ground the government records for the 74 banking requests is Russian or Belarusian citizenship. The framing of account blocking as arising in the course of the sanctions appears in the questioners' preamble, not in the government's answer. The preliminary-character caveat in the government's introductory remark applies to the Federal Criminal Police Office's figures on politically motivated crime given in earlier answers, not to the anti-discrimination agency's figures.
